Q & A

Question : Elderly Citizen of India: Can we first know what  Prabhu Dandriyal has contributed to the Country as DRDO employee drawn so much salary and now pension & other benefits from Public fund has contributed. What are the systems he has inducted into services during his service? Can we know that first please? (Question asked in the comment box alongside)

Answer:- I joined DRDO in 1982 as Radio Fitter in propagation division, DEAL. I actively participated in engineering link designing in Himalayan region in western command. This helps the army to communicate round the year.
Constrain the nuclear conflict and its fallout. Participant in conceiving a project and delivered a systematic protection mechanism for all electrical and electro-mechanical devices. This became a mile stone in EMP Protection.
Mine detection being used from 1st world war is envisaging a method to locate mines.  However, the anti-national powers did obstruct the development proposal. Therefore we are still using hand held 1st generation mine detectors.
I participated in 15th Indian Scientific Expedition to Antarctica as winter member and establish round the year communication link by using low power HF.
Also, I participated in AGNI- II trail as communication officer for the mission and witnessed the target explosion by AGNI near Indira point.
When there was communication blackout noticed in Kargil War, I participated in search of easy and workable point to point and point to multi point HF NVIS mode of communication for the services.

When I started to expose corrupt and anti-national DRDO official, then Director, DEAL kept me without work for two months, I sent my salary cheques to PM’s relief fund with my representation that without work I cannot take mercy salary from Government of India.

And about question of pension Sir, I left DRDO from May 2001 and they gave me CRS from Feb2003. They just finalized my pension in vindictive way in last April 2010, but till date I have not drawn my pension and am thinking that if I   receive any money then I will use for it fighting against corruption and anti-national corrupt official of DRDO.

Who is to blame? – Part –II

Earth revolves round the Sun, Sun rises in the east, sets in the west, both truths are known to humans from the journey of civilizations. Copernicus and Kepler gave the theoretical justification of the above.
In DRDO the Scientists and Technologists also accept the above statements. But as soon as Scientists are given power of Director to lead a laboratory he forgets the above statements that is the Sun is fixed and Earth revolves, he proposes a new theory after charge assumption as director DRDO, that Earth is fixed and Sun revolves round the Earth and he gives the justification that the Sun’s rotation Sunrises in east and sets in the west.
DRDO directors since beginning of DRDO remain on the post until they retires. As a result they declare themselves the king of a small kingdom. The absolute financial powers, the recruitment power, the demotion power, the demolition power,  he declares himself as unquestionable leader.
 He runs the laboratory and Scientific Adviser to RM feel that whatever is his decision, it must be within the constitutional provision.
As long as directors follow constitutional provisions and understand his responsibilities and accountability, there is no chance of failure in product development because we are having the best manpower in the world.
But the truth of DRDO lab’s director, the day he assumes the charge, immediately crushes / tear off  the whole effort of his predecessor by reorganizing the technical scenario of the lab.  He removes the technical heads, put his own loyal man in that position which may prove the lucrative, put those on whom he has confidence to deal with the financial irregularities can be easily manipulated. The commission and omission the transfer of funds to relatives and friends accounts in the name of via different schemes and grants or business association. Acquiring lands in the name relatives, established friends and relatives firms's business with his lab  are the important key elements of new director’s in the first phase.  In second phase he plans the foreign trips at least covering five /six countries to study their development efforts in the particular area for which as per charter of duties the works under going on in his lab with hidden agenda to tie up personal links with foreign firms.
Third phase, he take the step to kill enthusiasm of those Scientists who are working from the soul of their heart by sidelining them from real task and assigning them to sundry task. Why because the dedicated scientist and workers never co-operate with his suppliers who are supplying low quality/low quantity stuff to DRDO’s prestigious projects. This is one of the major and foremost reason of delay and failure of DRDO’s project.
This crime remains unnoticed by DRDO Hqrs as the representations are bounce back to individuals. The total efficiency of the lab reduces to 25% and this antinational activity results in to short closing of the projects which has importance for the country defence.
DRDO recently short close 450 such projects. If total cost is considered it’s come in to thousands and thousands crores.
The items imported under such projects are thrown in to scrape and then a new item again procured, some time the gentleman who procured those scrap again supply the item/equipment under new package to DRDO itself and believe it, this is the common gimmick in DRDO. People don’t know because south labs products are supplied in north labs and north labs supplied to south labs, and sometimes item routed through even foreign country.
These things happen because directors are having financial and administrative powers for long period. Now with few years back directors to camouflage their these technical scientific gimmick in defence procurements, remove or degrade or sidelined the UPSC appointed admin allied people  who are well versed with proper procurement process which is duly approved by government of India. They appointed or designated their scientist as head material managements, director management services etc. it is nothing but only the game of corruption. If our government will not look in to this believe me, DRDO will never ever be able to deliver any reliable, trustworthy, indigenous product for our defence forces.
Had the directors been appointed for tenure of three years only on rotation to look after the administration task with standing order from President of India not to interfere the technical program and the program/project directors would have been the financial powers to their program/project requirements.
The DRDO might have written a new chapter on technology development.
The directors are real criminals who justify their failures, incompetence and poor leadership in the name of new technology.

Who is to blamed for this deterioration of premier R&D organisation?

Since its inception, DRDO formulated a task which was to assist three services in their day to day technical requirements. Dr. Daulat Singh Kothari the First Scientific Adviser to RM followed by Prof. Suri Bhagavantham and Dr. Basanti Dulal Nagchaudhuri laid the foundation to strengthened the three services with technical backup. The then Prime Minister Smt. Indira Gandhi provided all out support to R&D organisation. The missile program, the explosive research, the communication research and including acoustic were facilitated. Based on the foundation the charter duties were laid such that there won’t be duplication of work. There was honesty in the system, the greed was the lowest level, and people respected their jobs, worked hard, tandem with service officers. There was a mutually agreed, unwritten accountability. This was continued till Dr. Raja Ramanna was Scientific Adviser to RM.
When Dr.Vallampadugai Srinivasaraghavan Arunachalam took over charge of Scientific Adviser to RM, being Shanti Swaroop Bhatnager awardee, he gave a new direction to accelerate the research activity, so as to put Indian defence in forefront of self reliance. However, his long tenure as Scientific Adviser to RM will remembered as the period of “Infrastructure Development” , acquisition of plenty land(unused available in prime locations), building constructions(thousands square feet covered area now unutilized standing with most of the labs and one of the major source of siphoning money in the name of maintenance) , recruitment of huge manpower (low quality via RAC)  and proposition of major programs( Arjun Tank, IGMDP, LCA etc) were the key features.
Due to his close proximity with power corridor of the government, he had the blessing of holding absolute power as a result absolute corruption piped in to DRDO corridor.
Estate Management Unit (EMU), DRDO took over from Military Engineering Services (MES) for all major infrastructure development activities. Money started flowing in DRDO corridors, and scientific community also started developing a taste for money flow.
Now aim and objectives of top DRDO force start detourting, under major programs scientists/technologist stopped reinventing the wheel and started importing the items and derailed process of learning in various stages of development. The aim to develop import substitute left in the background and proving the concept came into the forefront by importing the obsolete technology mainly from Russia, Israel, USA, etc.
All the develop countries took minimum 15 years of time from the concept to prototype development, to user trials, to production of the equipment/systems. When output fails in user trails, DRDO authority gave a plea that “we are 100 crores people and nobody can attack on us”.
1999 Kargil war however exposed our systematic approach of development, questioned our efforts in strengthening the national defence. The infighting started in between R&D organisation, each national lab blamed each other for their incompetence. The gadria moving goats identified the intruders but our over surveillance systems failed to identify the barracks developed by intruders at LOC.
The subsequent Scientific Adviser to RM Dr. Vasudev Kalkunte Aatre, when assumed the charge stated to media that “in ten years we have not developed any products”. Unfortunately he was number-2 in DRDO for the last ten years. Then who did he blame.
In today’s scenario as far as product from DRDO is concerned we are no where except the demonstration capabilities to the user.
We have imported AWACS (Airborne Warning and Control System), BFSR (Battle Field Surveillance Radar), Sea Skimmer Missiles and Land Mine Detectors. Who will analyze for this deterioration of R&D scenario. Crores and crores are spent on salaries, infrastructures developments, TA/DA for attending marriages, transport allowances, even though government transport are used.
Today the 52 labs of DRDO do not even have 52 products (each lab one end product)
Who is to blamed for this deterioration of premier R&D organisation?

Recruitment Policy of DRDO

The officers of all India services were initially selected by UPSC. This practice was amended for BARC then ISRO and then DRDO. The reason was given that the UPSC delayed the selection process and the demand of scientific agencies was not met in time. May be honorable Late prime minister Mrs Indira Gandhi was convinced with the demand of BARC and ISRO as chairman of Atomic Energy and Space Commission. BARC and ISRO with full honesty implemented the recruitment rules of government of India. However, in the case of DRDO a carbon copy of that rule was followed, the carbon powder smeared out the essential and desired qualifications. And a result these days the officer sitting at the helm of affairs are second class graduates/post graduates who joined as JSA, SSA and charge man. The technical officers QR even for the ARMY/NAVY/AIRFORCE demands of choice is first class graduates/post graduates, but the premier DRDO is having 60% of its manpower with lower qualifications
Even if they recruit 1st class graduates with background from IITs, they have to work with persons who do not possess the relevant degree. There is an opinion that the experience has added advantage to those who are less qualified.
In fact these people sitting helm of affairs create hindrance on the areas of national interest because of less knowledge and ego. They try to train them   how to bluff, create bluff and live life as bluffer. This resulted as brain drain from DRDO. The youngsters feel humiliated, their future appears bleak and they are forced either follow the footsteps of bluffers or leave the organisation. Just go through the data of DRDO that how many scientists resigned in last 20 years. It is alarming.
