Honorable Shri Satpal Ji Maharaj,
Heartily welcome to DEAL, Dehradun. We feel honored to welcome you in your constituency /city’s premier research centre of DRDO as a chairman, Committee of Defence. Your responsibility multiplies when you are reporting back to honorable parliament the development witnessed here in DEAL, DRDO, Dehradun.
1. DEAL is a nodal agency of defence communication system development and in 1995 the Govt. of India spent multi crores on a project of developing Nuclear Hardened Communication Terminal. DEAL did justice but what happened to further development and deployment, it is big question and today’s challenge for strategic defence preparedness.
2. Like India our neighbor is also having nuclear arsenal. Have we explored the protection mechanism for our strategic commutation systems in the event of nuclear conflict? Please see what DEAL has done?
3. Being a Chairman, Committee of Defence it is your arena please analyze the reasons, why with a huge infrastructure and best manpower, DEAL, DRDO has failed to deliver a product (Communication Systems) especially during Kargil War.
The reasons are following please look and do the needful.

Due to above reasons lack of team sprit has inculcated which is the most important part of R&D success. Successive Director has [played with the sentiment and ignored the national defence need.
4. Director, DEAL has planned to present you selected people of his choice and confidence outside the main DEAL, building at SIDAC premises
5. Please try to meet randomly to general DEAL officials from the various location and services like Technical Officers Associations, Admin Officers /Associations and DEAL Unions representatives to access the lacunas for remedial actions.
6. Director, DEAL has made an effort to give you a gift (Goddess Idol) costing approx Rs 15000/- to specially purchased from Delhi by sending a senior Scientist Sh Hemant Gupta, Sc ’F’ on temporary duty (Government expenditure on TD more than cost of gift) to managing the show.
7. The inefficiency, incompetence in the addressing the national security/defence isuues are almost visible everywhere. To guard the personal interest DRDO, Directors/ officers do not hesitate to spend Govt. funds in TA/DA for private journey specially to attend marriage parties of children of their immediate boss. ( Recently more than 110 officers from various DRDO labs attended the marriage party of Dr. R. Sreehari Rao, CC R&D’s daughter’s wedding)
8. The nation expects from your highness give an honest analysis of DEAL’s environment as gift to poor tax payers and help the organization to deliver a product of strategic defence importance.
