Good morning Dr.  Saraswat Ji

You have many plans, you have many sincere hard working set of CC, DC, FC (foolish Chaps). So far I have told you several stories.

Today I have one suggestion in reference to your LIC (for counter insurgency) plans that is follows

Some years ago department of telecommunication was full flashed ministry later converted into BSNL and further reduced to one among the private company.

With defence technology commission DRDO is going to meet the same fate. Private participation in defence R&D is now taking over most of your prestigious work, Radar, Missile, Fighter Jet, Light weight Bridges etc all will now be developed in private sector.

DRDO under your leadership should take up something which has got strategic value for the nation.  Think please, if a light commercial vehicle/Car/Matador loaded with full RDX running with full speed to crash with target sensitive building /establishment. How to stop the vehicle at safe distance from the target.

Knowingfully  well that the fidayeen with driving seat is determined to crash.

can we siege the engine FROM A SAFE DISTANCE?

use all the resources to find out the solution. If your people don’t have the answer please give the opportunity to undersigned.

CBI report No.PE-3(A) /2001 of DEAL,DRDO, Dehradun

Enclosed please find the recommendation of Investigation Officer, Sr Public Prosecutor  & SP, CBI submitted vide CBI report No.PE-3(A) /2001, which I received against my RTI reply No 4798/8/1/2010/RTI Act-05/Vol-50/CBI/LZ/DAD dated 30/07/2010.

Final Recommendations of IO Para 18 of above report

“However, I am of view that department action for major penalty be initiated against Dr.A.S.Bains, Director, DEAL, Dehradun for overlooking the facts that procurement of---------- should have been made on the basis of a single tender basis in which he was not competent to approve of purchase. The approval should be obtained from the competent authority. I am also recommended banning of M/S India Satcom Ltd. with DRDO, Ministry of Defence as well as with other Government Departments.”  – Akhil Kaushik, Inspector of Police, CBI/ SPE/ Dehradun  Date 20/04/2002

Recommendation of Sr.PP

“On the allegation as recommended by IO the Sr. Public Prosecutor of the branch has recommended RDA major penalty against Dr.A.S.Bains, Director, DEAL and D.K.Gangopadhyay, indenter of --------- for irregularities as mentioned above. He has also agreed to the recommendation of IO for banning of M/s India Satcom Ltd on the said allegation.”

“Keeping in view what has been discussed above, I endorse the view of IO and Sr. PP for RDA major penalty against S/Shri .A.S.Bains, Director, DEAL and D.K.Gangopadhyay, indenter of --------- for irregularities as mentioned above. I also agree to the recommendation of IO and Sr.PP for banning of  M/S India Satcom Ltd.

Two special PARA of report is

The recommendation of the TPC was approved by Director and the statement of case was prepared for obtaining sanction for approval of purchase from competetent authority i.e SA to RM as in case of single tender the financial competence of Director of Lab is restricted to Rs 1 Lakh. The statement of case put up DRDO under the signature of Dr.AS Bains and Dr.KD Nayak dt 7^th Oct 1997 sate that the requirement of………

The deal for the purchase was approved by the then SA to RM Dr.APJ Abul Kalam. However the only bone of connection is fact that when the supplier asked for change of nomenclature and replacing the word down convertor with integrated circuit, Dr AS Bains, director of the lab had approved of the TPC recommendation and have not referred this matter of change of nomenclature to SA to RM as the deal was approved by him. However, comment to mention that as per scientist of SSPL the down convertor is very specialized integrated circuit. The act of Dr.AS Bains in approving the change of nomenclature and not referring to DRDO Hqrs is not justified.

         

May I ask you a question?

As a whistle blower I was the one who reported the criminal act being done by close associate 

of then SA to RM, Dr VK Atre, even the SA to RM was kept in dark.

Then why I was made victim?

Why the criminals got outstanding promotions and freed scot free?

The entire team of so called scientists who were engaged in this criminal act were received the patronage of the successive SA to RM.  Like Dr.KD Nayak who had in his kitty several engagements financial irregularities in number of project/procurement when he was in DEAL. With this biodata Dr.Atre, Dr Natrajan and Dr Saraswat all gave protection to him.

Which was a crime?

Encouragement in financial irregularities, which is directly responsible for the failure of DRDO output.

 Or

I as whistle blower did a mistake.

Please convinced me DRDO has given me penalty or reward.

Good morning Dr  Saraswat Ji                 

It is heartening that to give a color image of DRDO you are spending 2.12 crores with the Discovery channel for the propaganda of the so called achievements of which 70% components are imported. Khoj India TV team received only Rs 18 Lakhs for six episodes. They are poor guys who were not able to milk the cow (DRDO).

Sir, I read a story the other day from news paper a MBBS, FRCS, MRCP degree holder doctor was not able to give reason of cuff & cold to his patient suffering from the same, when the patient asked repeatedly the reason. The doctor sought suggestion from a medical representative who was only B.Sc. pass that how to satisfy the patient.  Medical representative in turn suggested the medicine currently developed by his company and hand over a handsome gift to the Doctor and also promise for finite commission on the total sale of the medicine. The medical representative also gave an idea to show a film to the patient so by seeing many bla bla, patient will forget his asked question.

In DRDO we appoint sincere hard working result oriented scientists/ engineers who are capable to deliver a product which India can also sell to others. But these scientists are guided by the sales representatives of big multinational suppliers who convinced them to procure their subsystems with handsome gift and fatty commission with local hospitality. Nobody bothers whether the subsystem is compatible with the integrated system, 99% of the procured system is failed and dumping in the corners of all 51 DRDO labs because the project was undertaken for technology demonstrations. This exercise we have been continuing since the entry of Dr. Arunachalam as SA to RM. We have no commitment for the mission mode in the name of technology development we have ignored the fundamental science, we ignored the basic research, we ignored the poor tax payers money.

If a system development  are in stages and failure analyses is done honestly and if three services are taken into confidence, probably it will be big achievement for “Dr Saraswat period as SA to RM”

Here I remember one quote which was placed by   Dr.RN Singh, Eminent Scientist from IRDE in his office room “Man’s work speaks louder than his voice”

       Thanking you Sir, I hope Dr. Saraswat’s word and deed are one, only the time will  tell.
